As for the programmes that people use...The most commonly used are Adobe Photoshop and Paint Shop Pro. From what I've seen, Photoshop is much more commonly used and can be used widely from photo editing (that's its main purpose) to creating something completely new. If you want to learn to vector, Adobe Illustrator is the best programme for that. However, all these programmes are quite expensive so you should be aware of that if you are to buy them.
